Behavioral
Health Division
Kewaunee County Department of Human Services provides a complete
array of behavioral health services through its outpatient offices located in
the Kewaunee County Administration Center. These services include individual,
family, and group counseling for persons experiencing problems with mental
health issues and substance abuse issues. The agency also provides 24-hour
crisis intervention services, community support programming for persons with
persistent and severe mental illness, assessment and treatment services for
intoxicated drivers, psychological and psychiatric evaluations which include the
provision of tele-health psychiatric services. In addition, the agency
contracts for inpatient mental health services, detoxification services and
residential substance abuse treatment services. All of the agency's behavioral
health services are state certified under the provisions of the administrative
codes of the Wisconsin Department of Health and Family Services.

Economic Support
The Economic Support Unit determines
eligibility for the Medical Assistance, Foodshare, Childcare, and Wisconsin Home

Children & Families
This unit receives and investigates reports of abuse and neglect and
maltreatment of children between the ages of 0 and 18. When appropriate, the
unit provides court ordered and non-court ordered services to families where
abuse and neglect have occurred. It has the responsibility for the
recruitment and licensing of foster homes within Kewaunee County and provides
out-of-home care, primarily foster home and kinship care (living with a
relative) when necessary.
Juvenile Justice
The juvenile justice unit receives reports, from law enforcement officers
throughout the county, of law violations committed by juveniles who have not
obtained the 17th birthday. Unit members prepare reports for the District
Attorney’s Office and the Juvenile Court as to how to help these juveniles
become law-abiding members of society. Services are provided to these
juveniles and their families as determined appropriate by the Juvenile Court.
Families FIRST
Families FIRST is the asset building initiative in Kewaunee County.
Families FIRST promotes and encourages various groups and individuals throughout
the county to build assets in youth. Action teams comprised of adults and
youth carry on various activities that build assets and promote strong and
stable families. Another facet of the Families FIRST program is the
Answers for Teen Parents which is a free program for pregnant and parenting
teens and provides support and information to participants. (Families

Aging Services Unit
Description of programs: The Aging Services Unit provides
assistance to all county residents who are 60 years or older. The Aging
Unit strives to "assist residents in locating and utilizing resources in our
county which will help them experience aging with dignity, self-sufficiency and
security." The unit supports and encourages community efforts to expand
options available to older adults when making life choices. Services
include: information and resource room, assistance from a benefit specialist,
transportation for medical/nutritional appointments, nutrition program, foot
care, peer companion, caregivers program and more.

Long Term Support Programs
Community Options and Developmental Disabilities
Home and community based services are available to persons of all ages
needing long term support services. This includes people of all ages with
physical disabilities, developmental disabilities, brain injury, chronic mental
illness, alcohol or other drug abuse long term care needs and persons over 65
experiencing difficulties with infirmities of aging. Assistance is
targeted at promoting health and safety in the community setting. All
participants receive case management services. Other services may include
provision of information, supportive home care, alternative residential care,
vocational assistance, and other supports.
Kewaunee County residents may request an assessment to determine
eligibility. Service plans are written based on eligibility and assessed
need. Staff assists in developing plans, accessing financial and other
resources, making referrals to contracted provider agencies, and monitoring
services to continually meet changing needs and ensure satisfaction with care.
Participant cost sharing may be involved and service or funding waiting lists
may apply.
