Birth to 3 Program

Birth to 3 is a federally mandated program provided by every county in Wisconsin.

The program serves families who have children ages birth to 3 years old with disabilities or developmental delays.

Services are provided to the child in the family's home or other natural environments.

The Birth to 3 program has three eligibility categories: diagnosed conditions; 25% delay in one developmental area; or atypical development.

Eligibility determination is made by two team members along with the child's caregiver.

Team members could include: Special Education Teacher, Occupational Therapist, Physical Therapist, Speech Therapist or Public Health Nurse.

Once a child is found eligible, the team creates an Individualized Family Service Plan (IFSP) which includes goals and a service plan to address the needs of the child.

In accordance with Federal Law and U.S. Department of Agriculture policy, this institution is prohibited from discriminating on the basis of race, color, national origin, sex, age, religion, political beliefs, or disability.
