Birth to 3 Program

Birth to 3 is a federally mandated program provided by every county in Wisconsin.

The program serves families who have children ages birth to 3 years old with disabilities or developmental delays.

Services are provided to the child in the family's home or other natural environments.

The Birth to 3 program has three eligibility categories: diagnosed conditions; 25% delay in one developmental area; or atypical development.

Eligibility determination is made by two team members along with the child's caregiver.

Team members could include: Special Education Teacher, Occupational Therapist, Physical Therapist, Speech Therapist or Public Health Nurse.

Once a child is found eligible, the team creates an Individualized Family Service Plan (IFSP) which includes goals and a service plan to address the needs of the child.
