Join the Human Services Department and become an essential part of our mission to provide a comprehensive range of human services for people living in Kewaunee County!  We are looking for a dedicated Billing Specialist to join our team to provide client account representative services within our Financial Unit. Your responsibilities will include client account representative duties for the Mental Health, AODA, Birth to Three, and Targeted Case Management Units.

A high school diploma or equivalent is required.  Ideal candidates will have prior experience working in a medical office environment or have a degree in Medical Coding.

Nature:  Under the direction of the Financial Manager, acts as a client account representative for the Mental Health, AODA, Birth to Three, and Targeted Case Management Units. 
 
Example of Duties: 
Obtain and update financial and insurance information on each client when beginning treatment and then update annually or when a financial change happens.

Submit insurance claims.  Contact insurance companies regarding rejections, payment delays, client eligibility, coverage, and pre-authorization requirements.

Billing for Birth to 3; Targeted Case Management and Birth to 3 Occupational, Physical, and Speech Therapy for services rendered.
Billing for electronic monitoring and urine analysis.
File Medical Assistance electronically every month.  Follow up on denials and payment delays.
Post insurance and personal payments in The Clinical Manager.
Create deposit reports and submit them to the Treasurer’s Office.
Send monthly statements to clients and answer their questions and concerns.
Set up payment arrangements and client collections.
Send collection notices to consumers and then to the collection agency after nonpayment after three months.
Submit/update enrollments for Preferred Provider Networks.
Credentialing employees for insurance billing.
Complete background checks on all staff for credentialing and certification purposes, and review results with the management staff.
Track provider licenses, liability insurance, and background checks.
Run quarterly, monthly, and specialized reports as necessary.
Provide clerical assistance and backup for receptionist. 
Understand Medicare and Medicaid updates and keep up on all e-mails, webinars, and training. 
Update the County medical records system (The Clinical Manager) and the State system (Program Participation System) with data for mental health and alcohol and other drug abuse programs.
Miscellaneous duties to include: filing, working with therapists and program managers concerning TCM billing issues, Human Services mail processing, etc.  Attend monthly TCM meetings as needed.
Participate in weekly conference calls for TCM programming as needed.
Attend quarterly Billing Specialist meetings.

Qualifications:
 Essential Knowledge and Abilities
            
Knowledge of Federal and State rules, regulations, and policies especially for Medicare and Wisconsin Medical Assistance, and keeping up with frequent changes.
Knowledge of insurance policies related to HMO and PPO in requesting treatment.
Knowledge of electronic billing.
Ability to operate calculator, fax, copier, and other office equipment.
Ability to proficiently use a computer and various software programs including Word and Excel.
Quickly and accurately enter data into the computer.
Good oral and written communication skills.
Knowledge and understanding of general insurance procedures.
General collection knowledge. 

Training and Experience
Graduation from High School, GED, or equivalency.
A Medical Coding Degree or at least two years of insurance billing experience working in a medical office environment is preferred.            

Physical Demands            
Tasks performed are inside and protected from the weather about 90% of the time.  Most work is completed in a sedentary position and in a normal office setting. While performing the duties of this job one may be required to sit for a period of up to 2 hours.  The employee must be able to receive and enter information using a standard computer operating system. The employee must be able to review and sign documents and records relevant to this position.  The employee is required to stand, walk, use hands and fingers, feel, push, pull, reach with arms, hands above and below shoulders, stoop, kneel, and crouch.  The employee may occasionally lift or move up to 25 pounds. 10% of the time, functions include travel to and ability to access conference centers for training and other offices.
