Kewaunee County is seeking a detail-oriented, compassionate person to join our team for the long haul as a full-time Economic Support Specialist. The successful candidate will join our dedicated team supporting people by determining eligibility for financial aid programs including Food Share, Medicaid and Child Care Assistance. After county-provided paid training, the ideal candidate will be able to work with light supervision and manage a wide variety of client needs. A desire to help others, along with strong math and computer skills make someone a great candidate for this position.
Required: Graduation from High School, GED, or equivalency. Two or more years of office experience required, in a human services setting preferred. Valid Wisconsin driver’s license. Occasional travel primarily for training. Successfully complete an applied math exam.
Characteristic Work of the Position
This position is part of our dedicated team working in a call center to assist clients in determining eligibility for a variety of financial aid programs including Food Share, Medicaid and Child Care Assistance. This position manages a wide variety of clients and complicated state and federal eligibility guidelines. Human Services is a trauma informed agency who seeks to help all citizens of Kewaunee County to become the best version of themselves. A willingness to help others along with strong math and computer skills are required for this position.
Example of Duties:
Conducts intensive investigative interviews with customers to obtain financial and non-financial information necessary to complete the eligibility determination process for Medicaid, BadgerCare Plus, FoodShare and Wisconsin Shares Childcare assistance programs. Analyzes the needs of the client in order to make necessary referrals to other programs or community resources.
Provides customer service as part of a ten county consortium call center, East Central IM Partnership; including: processing changes, completing applications and renewals, answering questions and providing resources for customers and other agencies regarding assistance programs.
Determines initial and ongoing eligibility and benefit levels within required time limits, analyzing and applying complex program rules and concurrent data entry of information obtained from the intensive interactive interviews at application and review, monthly reports and information changes.
Monitors client’s monthly budget computations using complex formulas; along with establishing and maintaining electronic and paper case files to accurately reflect benefit issuances.
Completes data queries of information on other federal and state databases.
Researches, prepares summaries and exhibits and appears as the agency representative in the fair hearing process; assists in the investigation of suspected welfare fraud cases, computing overpayments.
Attend and participate in required training and refresher courses, covering new policies and procedures by the Department of Health Services, Department of Children and Families and Department of Administration.Qualifications
Essential Knowledge and Abilities
Basic knowledge of Microsoft Word and Excel and ability to enter information and interact with complicated web based programs.
Strong math skills.
Knowledge of applicable State and Federal rules and regulations regarding Economic Support programs.
Ability to understand and comply with confidentiality requirements.
Ability to accurately gather information and organize and carry out a broad variety of tasks, while meeting deadlines, high workload volume and time pressures.
Able to communicate effectively, interact effectively with other staff and general public.
Working knowledge of community and other resources sufficient to appropriately refer clients.

Physical Demands
The performance of tasks mainly involves more than 75% inside, protected from weather conditions. On rare occasion duties may be performed in a community setting or client home. Ability to perform most work from a sedentary position. Ability to function in situations encountered in a normal office setting. Valid driver’s license and access to reliable transportation to attend training.
Training and Experience
Graduation from High School, GED, or equivalency.
Two or more years of office experience, preferably in a human services setting.
Valid Wisconsin driver’s license is required.
Required to travel for new worker training.
Successfully complete an applied math exam.
