Jan. 13, 2026 - County’s IoH Policy for Fluid Transfer Lines Pumped from the Right-of-Way



A friendly reminder that the County’s IoH Policy for fluid transfer lines pumped from the right-of-way has gone into effect as of January 1, 2026. Agricultural users must apply for an Annual Service Connection Permit no later than March 1, 2026, for the 2026 hauling season. This permit applies to all fluid transfer lines, including irrigation and manure, that use the right-of-way of a roadway.

A copy of the specific permit requirements and copies of the forms were sent to each farmer in the fall of 2025. When operating the site, a crew member must be present who can produce a copy of the permit upon request (digital copies are acceptable). The permit holder is ultimately responsible for site safety, site operation, and any violations that are cited.

Unauthorized sites and roadway damage will be forwarded to the Kewaunee County Highway Department and billed to the responsible party or landowner. If you have questions, please call the Kewaunee County Highway Department at 920-388-3707.
